A pre-purchase inspection is intended to help prospective home buyers better understand the true state of the property they are interested in purchasing. The inspection will evaluate the overall condition of the property in order to identify items which may be in need of attention. The buyer can then use the home inspection report as leverage in re-negotiating with the seller to demand that certain repairs be performed. 

Nearly all sales contracts include such a clause stating that the purchase contract is contingent upon a satisfactory inspection.  If displeased with the condition of the property, the buyer has the right to back out of the contract entirely.
